Symbiotic food law: Reflection on the role of responsibility

This paper reflects on the role of responsibility placed on food business operators by Regulation (EC) 178/2002 in the emergence and shaping of private food safety regulation. In particular imposed self-regulation in food hygiene is explored along with the regulation of businesses upstream from the regulator through private standards. It is shown that public and private food safety law in concerted action provide a hybrid legal framework for food producing businesses.
